The 8th World Water Forum

The Ibrahim AbdEl Al Foundation (IAAF), represented by Iman AbdEl Al, has been nominated as the Vice Chair for the Citizen Forum and a Member in the International Steering Committee(ISC), on the 8th World Water Forum to be held in Brasilia, Brazil, in 2018. The Foundation seeks to coordinate with Civil society members and active citizens concerned in finding solutions for water issues and implementing local initiatives related to SDG 6, and cross cutting issues, in Lebanon and the region.


Celebrating World Water Day 2015

On the occasion of the World Water Day, Ibrahim AbdEl Al Foundation for Sustainable Development organized a conference entitled ‘Women Empowerment for Water Conservation’. This conference was hosted under the Patronage of Mrs. Lama Salam, and was held in the Grand Sérail.

The participants hailed from different sectors, including women’s organizations, environmental NGOs and female activists. The aim of the conference was to raise awareness on water issues and ultimately develop initiatives to spread the reach of the topic of water resources and sustainable development across each participants’ field of expertise.

Annual Dinner 2014

The Ibrahim Abd El Al Foundation held their annual dinner for their members and guests on Tuesday, December 2, 2014 at the Four Seasons Hotel Beirut. A grand audience of dignitaries, officials, specialists in the field of water, the press, and friends of the foundation gathered together, to mark another year of accomplishments across the water sector in Lebanon.

During the evening, the Ibrahim Abd El Al Foundation unveiled their new branding and name. Previously, the Foundation was known as ’The Friends of Ibrahim Abd El Al Association‘. The focus of the Foundation is now centered on sustainable development, in line with the global shift in energy and water. The driving aim is to preserve and properly manage resources for future generations.

“Our mission has always been, and continues to be, to raise awareness in the community in which we live and operate. We are looking forward to pushing forward the agenda for sustainable development in 2015 in Lebanon, and on a global scale,” said Nasser Nasrallah, President of the Ibrahim Abd El Al Foundation. “Together, as a communal effort, we will continue to work on a national scale, to tackle pressing issues, and are determined to position Lebanon on the forefront on a global scale,” he added.

The Ibrahim Abd El Al Foundation was founded in 1991, as a Scientific Association which aims at promoting the objectives that guided the late scientist Ibrahim Abd El Al throughout his professional work, namely the development of hydraulic and power projects in Lebanon as part of a planned vision at the national scale and as an Integrated Water Resource Management (IWRM).

World Water Day 2014

On the occasion of World Water Day, The Foundation of the Friends of Ibrahim Abd El Al (AFIAL), under the patronage of His Excellency Minister of Energy and Water, Arthur Nazarian, organized a conference on March 21, 2014, entitled ‘The Water-Energy Nexus Issues and Challenges’, at the Order of the Press in Beirut. The seminar was organized in partnership with the UN ESCWA, United Nations Industrial Development Organization (UNIDO) and the Association of Lebanese Industrialists (ALI).

At the conference, an in-depth panel discussion took place, tackling the Water-Energy Nexus in the Lebanese context. Energy constraints affecting the delivery of water services in the Bekaa and their implication on human welfare were discussed, in addition to managing water and energy on the factory level. In addition, to spread the message of World Water Day to the Lebanese public, a street activation took place, whereby 2,000 branded water bottles with the message “Water is a precious gift, don’t waste it,” were distributed. Pedestrians and drivers were reached out to and reminded to conserve water.

Annual Dinner 2013

The Foundation of the Friends of Ibrahim AbdEl Al (AFIAL) organized its annual dinner on the 3rd of December 2013, at the Four Seasons Hotel – Beirut.

The President of AFIAL, Mr. Nasser Nasrallah, commenced by welcoming the audience, stressing on the key message and goal of this annual ceremony to gather key decision makers, engineers, academics, researchers and experts in the field of Water and Energy.

The Secretary, Mr. Ramzi Arab, presented an overview of AFIAL’s achievements during the past year, showing the professionalism and the necessity for a serious work. He also shed the light on the growing need to create and enhance water awareness to boost the national capacities and benefit from the water resources in Lebanon, which he referred to as a “national treasure”.

During the dinner, AFIAL distributed a booklet which presents the vision of Ibrahim Abdel Al related to the Energy sector in Lebanon and the potential of the renewable energy in the country, especially the hydro- power. The booklet describes the state-of-art of the actual situation with a review of the potential capacity of Lebanon in this field.

The Foundation honored His Excellency Engineer Mohammad Gaziri, the former President of AFIAL, as a tribute for his devotion and his vision to ensure the success of the Foundation.

AFIAL earns a seat in AWC Board of Governors

The Foundation of the Friends of Ibrahim Abd El Al, represented by its President MP Nasser Nasrallah, has acquired a seat in the new Arab Water Council Board of Governors, in which Lebanon was represented in for the first time ever. The elections took place on February 26, 2013 in Cairo, Egypt, where AWC Members elected their new Board of Governors, which will oversee and guide the Council's work for the coming three years.

The process took place during the General Assembly of AWC. Through majority rule voting, the members elected the 20 Governors and appointed Dr Mahmoud Abou Zeid to continue to serve as President of the Arab Water Council.


AFIAL and the Lebanese Agricultural Research Institute (LARI) are the Lebanese partners in ACLIMAS project. Adaptation to Climate Change of the Mediterranean Agricultural Systems (ACLIMAS) is a demonstration project under the framework of the regional program Sustainable Water Integrated Management: Support Mechanism (SWIM – SM), funded by the European Union.

AFIAL will provide technical support on the project in cooperation with LARI, through the different stages of the project implementation. AFIAL will organize field trips and training courses for farmers, technicians, and water managers, to:

  • Disseminate the outcomes from the experimental and demonstration activities.
  • Provide technical assistance on the questions and answers (Q&A) for the involved farmers and stakeholders, in order to upgrade their technical know-how capacity.

Hydro-Political Baseline of the Upper Jordan River

The Foundation of the Friends of Ibrahim AbdEl Al is pleased to announce the publication of the Hydropolitical Baseline of the Upper Jordan River, a study undertaken by the UEA Water Security Research Centre.

The Hydropolitical Baseline of the Upper Jordan River study examines the history and current politics of water use in the basin – specifically the Liddan, Banias and Hasbani sub-basins. An interdisciplinary lens interprets the archives of French and British authorities, Lebanese and Israeli river flow data, news media, interviews and unpublished official reports. Finding the distribution of the transboundary flows to be asymmetric in the extreme, the study investigates how the inequity has been achieved and is maintained. It also situates the Lebanon-Israel water conflict within the broader political conflict, and examines the effect of the 2006 war on water resources and water infrastructure. The study thus fills an important gap with significance to the wider Jordan River Basin (including Syria, Jordan and the West Bank and Gaza) – and lays the baseline for the river’s equitable use.

Public Engagement in Water Resources Management

AFIAL organized the first workshop on the Public Engagement in Water Resources Management project in the MENA region, bringing together multiple stakeholders as participants. The objective of the workshop was to discuss the indicators related to the project. The project is managed by the Arab Water Council, and funded by the World Bank.

Unifil - AFIAL, Awarness Campaign

The UNIFIL, in collaboration with the Foundation of the Friends of Ibrahim AbdEl Al (AFIAL), and the local authorities launched on the 8th of December 2011, an awareness campaign in Southern Lebanon about conservation and protection of water resources. The campaign aimed at educating the public in general, and the youth present in the area in particular. The campaign will initially cover 24 intermediate high schools located in towns and villages along the Blue Line and subsequently across UNIFIL’S Area of Operation, in Southern Lebanon. Local authorities and middle school directors have encourage and showed keen support to the project.


AFIAL, as Governor in the World Water Council, participated in the meeting of the Arab Committee responsible for the preparation for the 6th World Water Forum, which will be held in Marseille, France, in 2012. The Arab Committee was assigned by the Council of Arab Water Ministers, in the Arab League. The Committee discussed the themes that may concern the Arab Region and decided on the process to follow to assess and confirm an Arab Region within the Forum organization.

Afial was invited to participate in the workshop on regional cooperation for sustainable water management. The workshop was held at Sanliurfa, Turkey on 26-27 September. The participants recommended the establishment of a cooperation council. The workshop was hosted by the Strategic Foresight Group and co-hosted by AK Party of Turkey and the General Directorate of State hydraulic Works (DSI). It was supported by Swiss Agency for Development and Cooperation (SDC) with Political Affairs Division IV (Human Security) of the Swiss Federal Department of Foreign Affairs, and the Swedish Agency for International Development (SIDA). The participants included prominent decision makers, parliamentarians and opinion makers from Iraq, Jordan, Lebanon, and Turkey.

Roundtable on Jordan River Basin

The Foundation of the Friends of Ibrahim Abdel Al organized in November 2009 a roundtable entitled:
“Arab Strategy for preserving Arab Water Rights on the Jordan River Basin”

Speakers from Arab Riparian countries presented papers on the historical, present and future scenarios related to this issue.

The Foundation will issue soon a publication compiling these presentations.

Ibrahim Abdel Al Memorial

Under the patronage of his Excellency the President of the Republic General Michel Suleiman, a ceremony was held in the University of Notre Dame Louaize, on the 10th of December 2009, to inaugurate the statue of Ibrahim Abdel Al on the occasion of Abdel Al’s 50th memorial. Allocations were presented by several speakers, showing the importance of late engineer Abdel Al in the field of Water and Energy in Lebanon, and in the region.

Launching of the Hydro Agricultural Development Project in Marjeyoun Area

This project is funded by the Government of Spain through the Lebanon Recovery Fund (LRF) that was established shortly after the 2006 war on Lebanon. The United Nations Development Programme (UNDP) is managing the funds and implementation of this project in close collaboration with the national partners, the Litani River Authority and the Foundation of the Friends of Ibrahim Abd El Al, which initiated the project. AFIAL is responsible for the creation, preparation of legislation, and implementation of the Water Users Association.

AFIAL earns a seat in WWC Board of Governors

The Foundation of the Friends of Ibrahim Abd El Al, represented by its Treasurer Mrs. Iman Abd El Al, has acquired a seat in the new World Water Council Board of Governors, in which Lebanon was represented in for the first time ever. The elections took place on October 15, 2009 in Marseille, France, where WWC Members elected their new Board of Governors, which will oversee and guide the Council's work for the coming three years.

The process took place during the triennial General Assembly for which more than 280 members had gathered. Through majority rule voting, the members elected the 36 Governors from 74 candidates and appointed Loic Fauchon to continue to serve as President of the World Water Council.

101 Stories:

The Foundation took part in a joint project between UNDP, Friedrich Ebert Stiftung, and the Development and Reconstruction Council. 101 Stories, published in Arabic was part of the 4th National Human Development Report, it constituted of different stories shedding the light on various civil society initiative which promotes positive reform. The publication reveals the importance of the civil society in its effective role in advocating citizens’ rights and promoting awareness and its partnership with governmental institutions in policy implementing and reforming.

Ibrahim Abd El Al 100th Birthday:

The Lebanese American University organized a conference titled “A Visionary from Lebanon” honoring the memory of Ibrahim Abd El Al on his 100th birthday. The conference was divided into three panels, the first panel titled “Ibrahim Abd El Al, The Way I Knew Him” delivered by the President of the Press Syndicate Mohamad Baalbaki and former Minister Mohamad Ghaziri. The second panel titled “Holistic View of Abd El Al’s Vision on Water in Lebanon” and the third panel titled “The Litani River Project” in addition to other water projects in Lebanon.
